The mission and purpose of the foundations program unit in the College of Education is to plan, coordinate, and deliver educational experiences consistent with the college’s core requirements regarding knowledge, skills, and values deemed to be essential requisites for all of the college’s graduates We believe that all of the college’s graduates should demonstrate:
Research competence (possess inquiry skills);
Effective communication skills;
Grounding in historical, social, psychological, philosophical, political, and legal foundations related to their area of preparation;
Leadership and followership skill, attitudes, and behaviors;
Commitment to lifelong learning and development.
The educational foundations unit plans, coordinates, and delivers courses and other educational experiences that provide:
Teacher education courses foundational for preparation of teacher candidates in both undergraduate and graduate programs throughout the college.
Courses for Curriculum and Instruction, Early Childhood, Special Education, Physical Education and Counseling programs, contributing to competencies and qualifications in research, human development, and service.
Courses and an interdisciplinary minor in Leadership Studies.
The unit’s course listings support the professional growth and development of these competencies for undergraduate and graduate students across the college and university.

The Department of Educational Foundations/Special Education in the Clemmer College of Education offers an interdisciplinary undergraduate program leading to the Bachelor of Science degree in Special Education.
This licensure program is designed to provide academic preparation in Special Education leading to license in the state of Tennessee which enables candidates to teach special education students K-12. Candidates for the Bachelor of Science degree in Special Education enroll in undergraduate coursework that prepares the candidate for initial teaching licensure in EITHER K-12 Modified Special Education (high-incidence disabilities)  and K-12 Comprehensive Special Education (low-incidence disabilities) . The student must select the licensure path by the second semester of their junior year. In addition, the special education program offers a minor in Special Education and opportunity for adding a Special Education endorsement to existing education licenses.
Graduate Study - The Special Education Program offers a graduate program leading to a master’s degree in Special Education (Initial Licensure in Modified, Comprehensive, or Early Childhood Special Education, and Non-licensure Advanced Practitioner).
