Academic, Advising, and Career Support

The Office of New Student & Family Programs (NSFP) mission is to assist new students and their families in successfully transitioning to the ETSU community. Our programs provide a welcoming atmosphere, promote academic success and foster a sense of Buccaneer pride. We are here to assist first time freshman, transfers and adult students with processes regarding entering and adjusting to ETSU and college life as well as connect students and families to relevant resources. Our department is committed to student’s academic success and personal growth.

 Undergraduate Student Success Specialist (USSS) is a partnership with the School of Social Work and provides students assistance with day to day life obstacles that may be interfering with academic success. Students having difficulties setting realistic personal and academic goals, resolving problems and needing support or in need of finding services on campus and in the community should contact the USSS. Center for Advisement and Student Excellence (CASE) assists all ETSU students who need verification of general education completion and offers academic advising for selected Arts and Sciences majors. All students majoring in programs within the College of Arts and Sciences who need Dean approval should seek Dean signatures in this office.

Disability Services offers accommodations and services to students, faculty, and staff who have disabilities to allow an equal opportunity for participation in educational pursuits and campus activities. The Office also provides guidance and assistance with issues related to ADA.

In compliance with the federal regulations outlined in Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Amendment Act of 2008: it is the policy of East Tennessee State University to make accommodations, course substitutions, and other academic adjustments when necessary to insure equal access for students with disabilities.

While all students with disabilities are protected from discrimination, some students may not be eligible for all of the services coordinated by Disability Services. Classroom and testing accommodations are made on an individual case-by-case basis. Students who wish to request an accommodation or academic adjustment because of a disability must follow the established process for self-identification by completing the intake process with Disability Services.

During the intake process, students are informed of the policies and procedures surrounding the accommodation process, student responsibilities, and ETSU responsibilities. Determination of classroom and testing accommodations and other support services coordinated by Disability Services is based on an interview with the student, the observations of the Disability Services staff member, and if necessary, a review of records regarding the student’s disability.

The Interview: This interview can be in person, or by phone, video relay, Skype, Facetime or other video conferencing methods. During the interview, students are asked to describe the nature of their disability and how the disability impacts them in various settings. It is important for the student to describe accommodations they have received and the effectiveness of those accommodations.

Observation by Disability Services Staff: When students have not received accommodations before or when students have difficulty explaining how their disability impacts them, the Disability Services professional will use their professional judgment to help the student explore the potential impact of their disability in classes and other campus activities. This process may be enough to allow the student and Disability Services to determine the functional impact of the disability and to develop a plan for accommodations, however, additional information may be necessary.

Third party documentation: Additional information may be needed to determine the impact of the disability and the type of services that can be provided. The purpose for requesting additional information is to help Disability Services determine if there are accommodations that can be provided to offset the impact of a disability in ETSU programs and activities. Records provided to support a request for services should be current and relevant to the accommodation request. The age of the record is less important than the information it provides. Educational or medical records, reports and assessments created by health care providers, school psychologists, teachers, or the educational system are examples of records that may support accommodation requests. Disability Services will review individualized education plans (IEP), summaries of performance (SOP), and other records in an effort to develop a complete picture of the student’s disability and accommodation needs. When students do not have copies of reports to be reviewed, Disability Services provides a Medical/Mental Health Documentation Form that can be faxed or emailed to the appropriate professional. This form is provided for the student’s convenience; however, a letter on the professionals letterhead providing detailed information may be substituted for the form.

Effective records will include:

  • Statement of diagnosis provided by an impartial professional
  • Description of diagnostic criteria and/or diagnostic tests used
  • Description of the current impact of the disability in an academic environment
  • Credentials of the diagnosing professional

The diagnosing professional must have specific training and expertise in a field related to the type of disability being diagnosed. Records not including the information outlined above or from a professional whose credentials are not generally indicative of expertise in the specific disability being diagnosed may not be adequate to support the student’s request for services. If the information provided is not adequate, Disability Services will give the student a written explanation of why the documentation was not accepted. This explanation will include suggestions regarding additional information that the student can provide to establish eligibility. It is ETSU’s goal to make the process of self identification and requesting services as simple and convenient as possible for students.

ETSU does not provide any type of learning disabilities evaluations; however, Disability Services maintains a list of professionals in private practice that can evaluate learning disabilities. To request a copy of the referral list or to schedule an intake appointment call Disability Services at (423) 439-8346.

The Learning Support Program has been established at ETSU to help students who may need additional support to be successful in college level courses. The Learning Support Program offers students support with essential skills in Mathematics, English (writing components), and reading comprehension. University Libraries include the Charles C. Sherrod Library on the main campus, the College of Medicine Library, the Archives of Appalachia, and an extensive online catalog. The libraries also include a variety of Extended Campus Services for distance education.

The Office of Medical Professions Advisement provides assistance to students who are interested in pursuing professional programs in any of a wide array of medical fields and provides workshops and other helpful experiences to help prepare students for the competitive and rigorous application and admission process.

Student Support Services is a federally funded TRIO Program for qualifying undergraduate students who meet one of the programs criteria: first-generation status, income eligibility, or a documented disability. In addition, students must also be working toward their first Bachelor’s Degree and be U.S. citizens. Students who are not U.S. citizens may be eligible if they are receiving federal financial aid. Student Support Services provides free individual tutoring, peer career mentoring, personal counseling, career counseling and academic advising to eligible students.

Tutoring and Testing services are offered by the Center for Academic Achievement (CFAA). The CFAA offers tutoring in writing and speaking, math and science, and other subjects. Experienced tutors work with students one-on-one and in small groups, and help is available online. The CFAA also administers a variety of tests including the ACT, GRE, PRAXIS and other exams.

Undergraduate Student Advisement is responsible for the coordination of undergraduate student academic advisement.

The University Advisement Center/Undeclared Advisement (UAC) offers academic, career and personal advising, and counseling to all students who are undeclared/have not declared a specific major and those requiring Learning Support and those wanting to explore career/major options. Additionally, the University Advisement Center advises students requiring Learning Support. 

University Career Services- experienced career professionals are available to help you focus on careers that match your personal goals. They will support you in preparing a resume and other materials for your job search, learning the job search skills that lead to success, and identifying the work experiences that will help you continue to grow and develop as a student and a graduate.

The Office of Veterans Affairs is concerned with the needs, problems, and success of students eligible for educational assistance benefits affiliated with a branch of the Armed Forces. These include all chapters of the G.I. Bill, Title 38, United States Code, Yellow Ribbon, Tennessee STRONG (Support, Training, and Renewing Opportunity for National Guardsmen) Act, Army Federal Tuition Assistance, the Air Force’s Academic Institution (AI Portal), and Military Spouse Career Advancement (MyCAA) programs.

Veterans Upward Bound (VUB) is designed to help eligible veterans pursue education at the postsecondary level. The project offers free academic classes to assist in the HSE, precollege classes to help develop basic success skills, counseling, assessment and seminars designed to enhance a participant’s awareness of financial aid, time management, and academic strengths and weaknesses.

BucsCARE

An organized and easy to use source of information, the BucsCARE website is meant to be a resource for students and for student referral. BucsCARE includes the most referenced offices and campus resources in various categories. This page includes a link to ETSU’s “Need Help?” site which includes a comprehensive listing to other resources by topic area. In addition, students and staff can use the “Report a Concern” left navigation button to submit an online CARE Report or an Incident Report. BucsCARE was developed to be a one stop online resource for campus and community resources.

The University Bookstore carries a supply of new and used textbooks that can be purchased/rented and reserved online and school supplies that can be purchased online or on location at the on-campus store in the D. P. Culp Center or the off-campus store on Walnut St. It also offers an abundance of ETSU Buccaneer Pride items and apparel at both the on campus and off campus locations.

The Campus Post Office is a full service Post Office in the D. P. Culp University Center. Commuter students can apply for a post office box if desired and residential students are assigned a P.O. Box which remains with the student until graduation.

Campus Recreation - Campus Recreation opportunities abound in the Basler Center for Physical Activity (CPA), which offers a wide variety of recreational opportunities including: aquatics, group fitness classes, personal training, competitive and recreational intramural sports, outdoor adventure programs, team building and challenge course programs, sport clubs, non-credit instruction classes, and informal recreation.

Child Care services are offered through two major programs at ETSU. The Little Bucs Early Childhood Laboratory Program, which serves the children of ETSU students from 3 months through 5 years, is designed to allow students to enroll their children in low-cost care for blocks of time each semester while attending classes or studying. The Child Study Center is another resource for families with young children, which offers full-time, full-year childcare services, with enrollment on a limited basis.

Counseling Center - The Counseling Center provides services to currently enrolled students that include personal and couples counseling, psycho-educational outreach programs and consultation, Psychiatric services, and case management. The Center has four primary program areas that include Career Exploration Services for Undecided Students, OASIS (Outreach and Advocacy, Sexuality Information for Students), Alcohol and Other Drug related services, and Suicide and Violence Prevention. D. P. Culp University Center -The D.P. Culp University Center includes ID Services, Conference Services, Facility Reservations, and The Information Services Desk which serves as a resource for valuable campus information, community information, lost and found, ticket sales, and is considered the switchboard after hours.

ETSU Dining Services offers a variety of meal plans and dining options throughout campus from early morning to late night. Locations include an all-you-care-to-eat restaurant, a two level food court, three on-campus convenience stores, and a bagel and coffee shop at the library.

Housing and Residence Life

Where You Live Matters! On-campus living is at the heart of ETSU campus life and offers attractive, affordable, safe, and convenient educational opportunities. Resident students have increased access to the library; computer labs; extracurricular activities; intercollegiate athletics; health facilities; intramural and recreation programs; other students; lectures; concerts; other campus facilities; services; and programs.

Residence halls/apartments are centrally located and provide rooms furnished with twin-long size beds; desk; chairs; closets or wardrobes; mini-blinds; and cable TV hookup. All areas have laundry facilities; kitchens (with the exception of Governors Hall) and vending facilities; and adjacent parking. All rooms/apartments are wired for data access. There is one Ethernet port for each student and each building has its own Wi-Fi connection. Smoking is prohibited in all campus buildings, including the residence halls and apartments. Private rooms/apartments are available on a first-come, first-served basis.
Trained residence hall staff is available in each building to assist with the total operation of the hall; enforce rules and regulations; provide programs and activities; advise, counsel and refer students; assist in emergencies; and other assigned duties.

Family/Graduate Housing - Buccaneer Ridge Phase 5 - A limited number of apartments are available for married, single parents with one child under the age of seven, or single graduate students. These include one- bedroom apartments for married or single parents, and a limited number of private efficiency apartments for graduate students. Applications for these apartments require a $100 deposit. Rent is payable by the semester and includes water, electricity, Ethernet, Wi-Fi, and cable TV hookup.

Buccaneer Ridge Apartments - Sophomores and above enjoy two-occupancy bedroom apartments which provide a furnished living area; single bedrooms with double bed; closet; desk; and chest of drawers; kitchen facilities, including full-sized refrigerator, stove, microwave, and garbage disposal; washer and dryer; and two bathrooms. Each bedroom is provided with an alarm system; cable TV, Ethernet, and Wi-Fi; and individual locks. Residents enjoy a clubhouse with lounging pool; volleyball court; basketball courts; disc golf course; bike trail, and individual leases with no connection fees.

Application Procedure - Early application, preferably before March 1, for fall semester and October 1 for spring semester is encouraged. Assignments for fall semester begin in April and mid-December for spring.

A completed application and a $100 reservation/damage deposit is required and accepted at any time. Room/hall assignments are made according to the date of the application and deposit and availability. On-campus students are able to retain their current room or sign for another hall and/or room each semester.

Living on campus is strongly encouraged, but not required or guaranteed, except for selected programs that provide rent scholarships to their participants to live on campus. Housing and Residence Life Costs
Housing and residence life costs include residence hall or apartment rent and/or meal plans. There are a variety of choices for students in housing and meal plans. The Housing and Residence Life office has additional information about deposits, rates and amenities. Meal plans are available for resident and commuter students.

Refund of Residence Hall Rent
Refunds of residence hall rent after registration are prorated on a weekly calendar basis if a student has to leave a residence hall only under two conditions: personal medical reasons confirmed in writing by a licensed physician, or at the request of the institution for reasons other than disciplinary ones.
Withdrawals, except disciplinary reasons, are subject to the same 75/25 percent amounts and time periods as maintenance fee refunds. Full refund will be made in the case of death of the student. A student who is suspended or expelled from the university or residence facilities is not eligible for a refund of housing rent/deposit or university fees.

Refund of Residence Hall Deposits
Residence hall deposits can be refunded under these conditions:

  • the institution is notified in writing by June 1.
  • the student is prevented from entering the university because of personal medical reasons confirmed in writing by a licensed physician,
  • residence hall space is not available, or
  • death of the student.

Residence Hall Access 
Students residing in the residence halls are required to follow the Housing Policies found on the Housing website and the Code of Conduct found in the Undergraduate and Graduate Catalog.

All residence halls with the exception of Buc Ridge and Davis Apartments, which have outside doors, are secured 24 hours per day. Access is gained through main entrance doors equipped with a card reader which uses the student’s ID card to unlock the door. The Department of Public Safety and the Office of Housing and Residence Life operate night patrol each night in the vicinity of the residence hall and residence hall parking lots. These individuals are not police officers but are equipped with two-way radios and have a uniform. Duties include checking for propped doors, checking locked doors, watching for any unusual event, and checking parking lots around the residence halls. The Department of Public Safety will also escort students on campus after the public transit has stopped services for the evening - please call 423-439-4480.

The ETSU ID Card/ID BUC$ is issued to all students, faculty and staff. The card can be used to access residence halls, meal plans, athletic events, library services, concert tickets, Basler Center for Physical Activity, Library Late Night Study, and more. Your card can also be used as a debit card using ID BUC$. ID BUC$ can be used on-campus at all food locations, Library, Bursar’s Office, Post Office, Parking Services, Student Health Clinic, resident laundry machines, vending machines, computer lab printing and more. ID BUC$ is convenient to use and will never expire. You can also use your ID BUC$ off-campus at many locations! A full list of off-campus locations can be found on our website. Sign up for Manage My ID on our website for 24/7 access to deposit money, check balances, report a lost card, and view transaction history. Financial Services for Students

The Bursar (fee payment) collects and provides information about tuition, fees, and fines both online and in person. The Office also provides information about tuition refunds, fee waivers and deferment options, and tuition expense and refund estimates.
The Financial Aid Office provides a broad spectrum of programs to assist students in financing their college education. The University is committed to providing students with access to education through a variety of resources that includes scholarships, grants, loans, and work-study programs.
The Scholarship Office is the source for ETSU scholarship information. You can begin an online scholarship search to determine the scholarships for which you are eligible. Information about the lottery scholarship, college, departmental and university scholarships, as well as policies and deadlines can be found here.

Health and Counseling Services

The Counseling Center provides services to currently enrolled students including personal, relationship, career counseling, educational programming, case management, psychiatric services, and consulting. The Center provides a range of services and programming related to alcohol/drug issues, relationship violence, sexual assault and suicide prevention.

The Dental Hygiene Clinic offers clinical services, including dental screening, routine dental prophylaxis, preventive therapies, periodontal therapies, and x-ray films for a nominal fee.

The Speech-Language & Hearing Clinic offers hearing screenings and evaluations, assessment of hearing aid candidacy and options, speech & language evaluations, and speech therapy.

The Student Health Clinic provides a range of health services for ETSU students including treatment for acute/episodic illness, such as upper respiratory, sore throat, stomach ache and injury. The Clinic also provides women’s and men’s health programs, STD screenings, immunization and allergy clinics, health education programs and information about student health insurance. Consultation services are free of charge and reduced fees are available for many tests.

International Programs and Services

The International Programs and Services Office, located on the first floor of Yoakley hall, serves the international community of visiting international students and scholars from more than 60 countries who attend or visit ETSU. Programming, advising, immigration paperwork, community outreach, Friendship Family Program, and the IBB (International Buc Buddy program) are among the many services offered by the office. The office also coordinates study abroad, overseas university partnerships, exchange programs, and the International Education Study Abroad Scholarship.

  • International Student Services provides immigration advising and other pertinent services for prospective and current international students to ETSU. This office houses the Designated School Official, the person who is responsible for monitoring international students under the F-1 and J-1 status as well as visiting scholars under the J-1 status as mandated by the Department of Homeland Security. Services provided to international students include but are not limited to orientation for new students and scholars, assistance with Social Security issues for eligible students, and assistance on personal and academic issues.
  • Studying Abroad gives students the opportunity to gain a broader appreciation of diverse cultures outside the region and around the world. The office advises students of the many study abroad opportunities available in over 60 countries. All student abroad placements are subject to minimum eligibility requirements.
  1. Study Abroad Scholarship - IPS manages and awards the ETSU International Education Scholarship, which provides scholarships to assist students who enroll in approved study abroad courses or programs.   2. Opportunities are available to study abroad under exchange programs, which allow students to pay the costs of tuition, room and board to ETSU. Other expenses apply.
  3. Scholarships are available to increase the affordability of studying abroad. Financial aid may be available to assist with a study abroad. Contact the Financial Aid Office for more information 439-4300 or visit https://www.etsu.edu/finaid/ for more information.
  4. Short-term summer programs and longer semester programs are available to meet student’s specific needs.
  5. Participants studying abroad are required to purchase medical insurance for the entire duration of the study abroad program. Participants are also required to sign a Study Abroad Liability Waiver, Health Disclosure Form, and provide emergency contact information.
  6. Study abroad course(s) may transfer back to ETSU for academic credit and may count toward student’s academic degree program. Students are responsible for obtaining approval for transfer of credits before departure.
  • Scholarships are available through IPS for both incoming non-US citizens applying for admission to ETSU and ETSU students interested in studying abroad.
  1. Study Abroad Scholarship - IPS manages and awards the ETSU International Education Scholarship, which provides scholarships to students planning to study abroad. The value of the scholarship depends on the cost of the program for study abroad program.   2. International Students Scholarship - IPS manages and awards the International Student Academic Merit Scholarship, which is available to eligible International students seeking admission to ETSU. News and Events

The East Tennessean is the ETSU student newspaper and is published twice weekly during the fall and spring semesters.

The ETSU master calendar of events and activities is called PlanIt. Go here to find information about important academic calendar dates, campus activities, or add your info about your event to the site.

WETS-FM, ETSU’s Public Radio Station, is affiliated with National Public Radio and Public Radio International, operates 24 hours a day on 89.5 MHZ.

Records, Registration, and Graduation

The Graduation Office provides intent to graduate forms, major and minor sheets, course substitution information, and facilitates the commencement ceremony.

If you have a transcript request, need information regarding grades or academic standing, have questions about enrollment verification, or need to submit a change of name/major/address contact the Records Office.

The Office of the Registrar provides curriculum information, assistance with degree audits, notary services, athletic and veteran certifications, produces the undergraduate and graduate catalogs, complies with FERPA regulations, and administers encumbrances.

The Registration Office provides assistance with course registration, drop/add, withdrawals, final exam schedules, classroom management, and high school unit deficiencies.

Safety on Campus

The Campus Safety Website is a one stop shop for campus safety resources, providing emergency phone numbers, and important information about emergency preparedness systems, campus safety services, programs, and policies.

The Department of Public Safety is a professional law enforcement agency which provides for the overall safety and security of the University community and its properties. The Public Safety Office is located at the main entrance of the campus on University Parkway. The department is open 365 days per year and uses Public Safety Officers to patrol campus by automobile and on foot 24 hours per day. A 24-hour dispatch service is also maintained.

Emergency Notification for Students can be utilized by contacting the Division of Student Affairs Office which coordinates assistance for students and other constituents with emergencies and traumatic events that may impact their lives. The service includes locating a student on campus when notified of a family medical emergency, and contacting professors when there is an extended student absence due to an illness or emergency.

GoldAlert is the cell phone texting and email system that will let you know about school cancellations due to inclement weather changes and other emergency situations. Sign up to participate and get important emergency information.

For a secure safety transport on campus to or from your vehicle, a campus building, or across campus, you can utilize the Safety Escort-Safe Voyage program during the fall and spring semesters, the BUCSHOT evening route service hours operate on a fixed-route schedule from 5:00 until 10:45 Mon-Fri, with Safe-Voyage trips available upon request from 8:00 until midnight by calling 914-5940. During all other times, on campus security escorts are available by contacting the ETSU Department of Public Safety at 439-4480.

Student Life

ETSU Bucs Athletics provides all the info that you will need to support and get involved in ETSU athletics. Get all of the latest BUC news, media, ticket availability, and schedules for athletic teams.

Buctainment is the student organization on campus that coordinates student activities, bringing comedy shows, musical groups, movies, lectures, dances, and special events to campus, usually for free or a nominal charge.

Campus Recreation opportunities abound in the Basler Center for Physical Activity (CPA), which offers a wide variety of physical activities and recreational sports, a personal training service, competitive intramurals, outdoor adventure programs, non-credit instruction, challenge courses, and sports club programs.

Community Service Programs promotes, organizes and supports a variety of public service opportunities and civic engagement activities for the campus community and maintains a community service resource center for students interested and engaged in community service. The Office provides advisement and resources to student organizations engaged in community service such as Volunteer ETSU, Up ‘Til Dawn, and Alternative Break program.

Fraternity and Sorority Life houses ETSU’ s social fraternities and sororities, and their 4 governing councils (Interfraternity, Multicultural, National Pan-Hellenic, and Panhellenic Councils) and promotes community service, academic excellence, leadership, campus involvement, and brotherhood and sisterhood.

The Mary B. Martin School of the Arts provides a focal point for the arts at ETSU. Find information about performances, lectures, exhibitions, art on campus, and connections to community and regional arts organizations. The site also connects you to the arts box office, academic departments and programs, student organizations that support the arts, and scholarship opportunities in ETSU’s arts programs.

The Office of Multicultural Affairs fosters a campus wide climate of respect and advocacy for a culturally diverse and non-discriminatory campus community through programming, activities, social opportunities and advising of student groups such as the Black Affairs Association, Gospel Choir, South Asian Cultural Exchange, and Chinese Students & Scholars Association.

The Office of Student Affairs administers new student orientation, student conduct, and serves as a point of contact for any questions or concerns about any aspect of academic or extracurricular life.

The Student Government Association (SGA) strives to represent the opinions of students, provide advice and a strong voice to administrators, finances programs on campus, and is the primary sponsor for Homecoming.

The Student Organization Resource Center (SORC) keeps general information concerning all campus organizations, events, programs, and community service.

The Office of New Student & Family Programs (NSFP) mission is to assist new students and their families in successfully transitioning to the ETSU community. Our programs provide a welcoming atmosphere, promote academic success and foster a sense of Buccaneer pride. We are here to assist first time freshman, transfers and adult students with processes regarding entering and adjusting to ETSU and college life as well as connect students and families to relevant resources. Our department is committed to student’s academic success and personal growth.

Technology and Computing Services

Cable TV provides your campus channel listing and answers to common cable questions.

Computer Labs are available throughout the campus. Open university labs are located on the first floor of the Charles C. Sherrod Library, and the first floor of Lucille Clement Hall.

D2L (Desire 2 Learn) is the ETSU Learning Management System. Every course has a D2L website associated with it, allowing students in that course to access material such as content, grades, tests, and other information the instructor provides.

ELearning and Online Education provides information about online learning through D2L, academic technology support services, web development for the university, instructional television services, and digital media services.

GoldLink - ETSU Portal allows students to access ETSU information, such as grades, course schedules, and transcripts. GoldLink can be customized to display relevant information and serves as a single sign-on launching point for D2L and other important campus services.

ETSU Email - Your ETSU email address will serve as a primary form of communication from university offices and should be checked often. Your student email account is open and ready for use after your admission to ETSU!

How To - Keeping up with current technologies is a challenge for everyone. Here we have attempted to compile a number of information resources that may be helpful in using the specific systems here on campus.

The OIT Student Help Desk aids students with personal computer problems, D2L issues, resetting passwords, and accessing Goldmail.

Residence Hall Network (ResNET) helps ETSU on-campus students access the Internet, campus network and find answers to frequently asked questions.

Telephones provides student dialing instructions and information about local, long distance, international and emergency calls.

Transit and Parking

BucShot is a free university shuttle system operated in partnership with Johnson City Transit which links the entire campus and all perimeter parking lots with main academic and administration buildings and provides service to a number of local off-campus apartments.

Johnson City Transit is Johnson City’s municipal transit system. JCT operates fixed route services (including Bucshot service on/around ETSU campus), paratransit services for individuals with disabilities, and various demand-response call-in services. ETSU students can connect to the Johnson City metro area by hopping on a city bus free of charge with the ETSU ID card.

Parking Services is responsible for registration of motor vehicles, student parking decals, carpool and priority parking permits, visitor and temporary parking permits.
